As someone who has been to war, I'm here to tell you that rules are guidelines and war is chaos. Rules and plans last about 30 seconds once the shooting starts.

However Terrorists are created for a reason by the actions of others so the Yanks do share the blame in attacks like 9/11 as the Brits share blame for Saddam or Pinochet's actions. But some people claim the Japanese had been offering to surrender for months and that Truman bombed to scare the Soviets as the Cold War began well before the end of World War II.

War is a terrible thing, but it happens because it is a political weapon - getting people to do things they don't want to do. Just like diplomacy, war has levels of escalation. How far are you willing to go in order to get people to do things you want them to do? Certainly history has been filled with horrors of wars and human injustice.
Who determines what is moral and immoral? At what level do you think there is a threshhold for civilian deaths - 1 innocent death by gunfire? 100 innocent deaths by conventional bombing? Or 100,000 by nuclear bombing (or even fire-bombing)?
It's a tough and slippery pontificiation of ideas. And impossible to have a well-thought out discussion via web-posts.
